How many websites changes the decision

A one-site business may fit an entry plan, while an agency or multi-brand owner should compare website limits carefully. More sites do not automatically mean you need VPS; first compare the multi-site limits in cPanel, Plesk and WordPress plans.

When should you choose a larger plan?

Upgrade based on measured requirements: additional sites, storage, databases, memory, CPU, traffic or application features. Do not buy a server simply because it sounds more powerful.
